Law enforcement agencies never want to admit they're wrong, especially in cases where they could have, and were supposed to take action, but chose not to without a good reason. With Kavanaugh having been nominated by the former President, the FBI likely didn't want to incur the President's wrath for investigating politically damaging allegations, regardless of whether or not the FBI believd they had merit to them or not.
Are we shocked? No. Absolutely disgusting. Goes to show just how much influence goes into the Supreme Court.
